PVC Cling Film for Meat Wrapping: Butcher & Supermarket Sourcing Guide 2026

SUNWRAP Export Team ·

Why PVC Cling Film Dominates Meat Display

Fresh meat counters in supermarkets and butcher shops worldwide rely on PVC cling film for one reason: it delivers the combination of oxygen permeability, cling performance, and optical clarity that no other film material matches for short-shelf-life protein display.

Polyethylene (PE) cling film is cheaper, but it clings poorly to foam trays and creates visible wrinkles that make meat look unappealing. Polylactic acid (PLA) bio-films are gaining shelf space in some European markets, but their cling force is 30-40% lower than PVC and they cost 2-3x more per linear meter. For the foreseeable future, PVC remains the industry standard for overwrap meat packaging.

Specification Requirements for Meat Wrapping

SpecificationRecommended rangeWhy it matters
Thickness11-15 micronThinner films save cost but tear during wrapping; thicker films reduce clarity
Width30cm / 45cm / 60cmMatch to tray size — 45cm covers standard foam trays without excessive overlap
Cling force (ASTM D5458)≥ 180 gfBelow 150 gf, film releases from trays during customer handling
Oxygen transmission rate8,000-12,000 cc/m²/24hrMaintains oxymyoglobin (bright red color) on fresh beef and lamb
Optical clarity / haze< 2% hazeCustomers see the meat clearly — haze makes product look old
Migration limit (EU 10/2011)DEHA < 18 mg/kgRegulatory requirement for food-contact PVC in EU/UK markets
Roll length300m-1500mLonger rolls reduce changeover frequency on wrapping machines

The oxygen transmission rate is the critical performance metric for meat wrapping. Fresh beef displays bright red because oxymyoglobin forms when muscle pigment contacts oxygen. PVC cling film’s high OTR allows this reaction to continue through the film — keeping the meat visually appealing for 3-5 days under refrigeration. PE film has lower OTR, which is why PE-wrapped meat often turns brown faster.

Overwrap vs Stretch Wrapping

Overwrap is the dominant method in butcher shops and small-format supermarkets. The operator places meat on a foam tray, pulls film from a dispenser, folds it under the tray by hand or with a semi-automatic wrapper. Film requirement: 11-13 micron, high cling, 30-45cm width.

Stretch wrapping is used in high-volume supermarket operations with automated wrapping machines (Ishida, Mettler-Toledo, ULMA). The machine stretches the film 150-200% before sealing. Film requirement: 8-11 micron (pre-stretch grade), precise width tolerance (±1mm), consistent unwind tension.

Food Safety Compliance by Market

PVC cling film for meat contact must meet different regulatory standards depending on the destination market:

European Union / UK: Regulation (EU) No 10/2011 limits specific migration of plasticizers. DEHA (the most common PVC cling film plasticizer) must not exceed 18 mg/kg food simulant. The film must carry a “suitable for food contact” declaration and the manufacturer must provide a Declaration of Conformity (DoC) on request.

United States: FDA 21 CFR 177.1580 covers PVC film for food contact. No specific migration limits for DEHA in the US, but the FDA requires that all additives are from the approved list in 21 CFR 178. Many US retailers additionally require third-party testing to California Prop 65 standards.

Gulf Cooperation Council (GCC): GSO standard 839 applies. Requires Arabic labeling and food-grade certification. Testing at a MOIAT-approved lab in the UAE or Saudi Arabia.

Australia / New Zealand: Food Standards Code Standard 3.2.2 applies. Requirements align closely with EU limits. Australian buyers typically accept EU DoC documentation.

Sourcing from China: What Buyers Should Know

China produces approximately 60% of the world’s PVC cling film, with major production clusters in Guangdong (Shantou, Foshan), Zhejiang (Taizhou, Wenzhou), and Shandong (Weifang). When sourcing for meat wrapping applications, verify the following:

1. Plasticizer type and migration testing. Request the most recent migration test report — not just a generic food-grade certificate. The report should specify the plasticizer used (DEHA, ATBC, or DINCH) and the migration result in mg/kg against the relevant standard (EU 10/2011 or FDA 21 CFR).

2. Film formulation consistency. Meat wrapping film must maintain consistent cling force and clarity across production batches. Ask for the supplier’s batch-to-batch variation data on cling force and haze. Acceptable variation: ±10% on cling force, ±0.3% on haze.

3. Core and roll specifications. Confirm core inner diameter (38mm for manual dispensers, 76mm for automatic wrappers), roll length tolerance (±2%), and net weight per roll. Short-roll complaints are common with low-tier suppliers.

4. Minimum order quantity. Standard MOQ for meat-grade PVC cling film from Chinese factories is 5-10 metric tons per specification. Custom widths or printing add 2-3 weeks lead time and may increase MOQ to 10-20 tons.

Pricing and Container Loading

Typical FOB China pricing for meat-grade PVC cling film (2026):

ProductThicknessFOB price rangeNotes
Standard overwrap11-13 µm$1,350-$1,600/MTMost competitive segment
Premium high-cling13-15 µm$1,500-$1,800/MTHigher plasticizer content for stronger cling
Stretch-wrap grade8-11 µm$1,600-$1,900/MTTighter thickness tolerance, fewer defects
Custom printed11-15 µm$1,700-$2,100/MT2-3 color flexographic print, MOQ 10MT+

A standard 20ft container holds 8-10 metric tons of cling film rolls. A 40ft container holds 18-22 metric tons. Rolls should be packed on pallets with stretch wrap and corner protectors to prevent edge damage during ocean freight.

Why Choose SUNWRAP for Meat Wrapping Film

SUNWRAP operates a dedicated meat-grade PVC cling film production line with in-house migration testing capability. Our standard meat wrapping film uses DEHA plasticizer at controlled levels (migration < 10 mg/kg, well below the EU limit of 18 mg/kg). We supply supermarket chains in the Middle East, Southeast Asia, Africa, and South America with consistent quality and competitive pricing.
